Ok yes its very hard to do crime early in the game you literraly get popped by the 5-O you just don't take their doughnuts ok! lol They will run after you for that stuff anytime. I found it easier to lvl by hitting/attacking first work your way up to lvl 9 at the minimum and then start criming and you shall break free from them doughnut lover's!
